We want you to lead a healthy, happy, and rewarding life, and our benefits can help you do that. Here’s a look at what’s new for 2024.

There are no changes to the level of coverage for the Meritain Copay Plan, Kaiser HMO, or HMSA medical plans for 2024.

Your medical, dental, and vision paycheck contributions

At PayPal, our commitment to employee wellbeing guides everything we do. We continue to prioritize your physical, mental, and financial wellness through comprehensive benefits.

While the cost of health care continues to rise, PayPal continues to pay the majority of employee health care costs to ensure our plans stay competitive.

For 2024, you’ll see modest paycheck contribution increases for medical and vision coverage. Dental contributions will stay the same as in 2023.

Meritain Health medical plan changes

The Meritain CDHP with HSA deductible has increased for 2024 (IRS rules require that the deductible increase in 2024).

A deductible is the amount you pay out of pocket for health care each calendar year before the plan begins to pay out their share of the cost for covered services. Both Meritain medical plans (Aetna Choice Point of Service II network) have separate deductibles for in- and out-of-network care. What you pay for one doesn’t count toward the other.

Accolade Expert MD is available to all employees — you don’t need to be a Meritain Health member.

Important note about pre-certification 

To help you get the right care at the right time, you should work with your provider and Accolade to obtain pre-certification for certain medical procedures, such as MRIs or CAT scans. If this step is not completed, you could face a $250 penalty.

2 ways to save on prescription drug costs

New! Pay less for prescription drugs with Rx Savings Solutions

Meritain Health plan members will automatically be enrolled in a new prescription drug service, Rx Savings Solutions.

This service is 100% paid for by PayPal and helps you see whether you can get prescriptions at a lower cost. If you want to make a change, they will also help facilitate the process with your doctor and pharmacy to make the change happen.

Save money with optional mail-order service

  • Take a daily or long-term medication? Fill your prescription through the mail-order service.
  • No need to do anything, you will be auto-enrolled. You have the option to opt out of the mail-order service by calling CVS Customer Care at 844-287-1297.
  • If you choose to continue with the program, save money and receive a 90-day supply for the cost of a 60-day supply through use of mail order or a CVS/Target pharmacy

In 2024, your CVS prescription drug ID card will be combined with your medical plan ID card that you will receive prior to January 1.

Dependent(s) eligibility verification

In 2024, we will ask you to validate the eligibility of your dependents who are enrolled in all PayPal benefit plans. Eligible dependents include spouses / domestic partners and children under the age of 26. Look for more information about our dependent verification process in 2024.

When adding new dependents because of a qualified life event, you’ll need to verify their eligibility for benefits and submit documentation, such as a birth certificate, on YBR (@Work) | (Log In).

Arbor Employee Assistance Program

The Arbor Employee Assistance Program (for employees in Nebraska) will no longer be available after December 31, 2023. All employees, including those in Nebraska, have access to our comprehensive EAP through Optum. Optum is currently available to you for EAP services, and many counselors available through Arbor Family Counseling already participate in the Optum network.

New Flexible Spending Account (FSA) administrator

HealthEquity will manage the Health Care and Dependent Care Flexible Spending Accounts (FSAs) in 2024, replacing Smart-Choice.

If you are currently participating in an FSA, you have until April 30, 2024, to submit claims for 2023 expenses. However, to simplify the transition to HealthEquity, we encourage you to submit claims by December 31, 2023.

Health Care Flexible Spending AccountYou can contribute up to $3,050 (2023 IRS limit, subject to change).
Health Reimbursement AccountPayPal will make a one-time payment of $500 (single coverage) or $1,200 (family coverage).

* If you’re age 55 or older, you can contribute an additional $1,000 as a catch-up contribution.

Do funds roll over from year to year?

 

Health Savings AccountYes. Your account balance rolls over from year to year.
Health Care Flexible Spending AccountNo. This is a use-it-or-lose-it account. You can carry over up to $610 into 2024.
Health Reimbursement AccountNo. You must use your 2023 funds for eligible expenses by December 31, 2023.

Will I receive a new debit card for 2024?

 

Health Savings AccountNew HSA participants will receive a HealthEquity debit card at the end of the year to use in 2024.
Health Care Flexible Spending AccountYes. You’ll receive a HealthEquity debit card at the end of the year to use in 2024.
Health Reimbursement AccountNo. You’ll use your existing debit card in 2024.

What is the deadline to file claims for 2022 expenses?

Claims for eligible expenses incurred in 2022 must be filed by December 31, 2023.

Submit claims to Smart-Choice by logging in to your account on YBR (@Work) | (Log In) or calling 844-474-6641. You can also quickly request reimbursement on your smartphone through the mobile app. Eligible claims are usually processed within three to five days.

Health Reimbursement Account

Claims for eligible expenses incurred in 2022 must be filed by December 31, 2023.

Submit claims to HealthEquity by logging in to your HealthEquity account (@Work) | (Log In).

If you enrolled in the Meritain CDHP with HSA, the Health Care FSA becomes a Limited Purpose FSA that you can use to reimburse yourself for eligible dental and vision expenses.

Dependent Care FSA

You can pay a portion of your child care or elder care expenses with pretax dollars by contributing up to $5,000 (IRS limit) to a Dependent Care FSA. Dependent Care FSA participants do not receive a debit card.

The Dependent Care FSA has a grace period from January 1, 2024, through March 15, 2024, in which you can continue to incur eligible expenses using unused funds from 2023.

We encourage you to use your available 2023 Dependent Care FSA funds by the end of 2023. Due to the transition of PayPal’s FSA administrator from Smart-Choice (Alight) to HealthEquity, there will be a delay in reimbursement for expenses incurred in the 2024 grace period (January 1, 2024, through March 15, 2024). Eligible expenses incurred during the grace period cannot be submitted to HealthEquity for reimbursement until July 1, 2024.

There will be a 60-day extension (August 31) to file your Dependent Care FSA claims for 2023 expenses (including any expenses incurred during the 2023 grace period). If you are currently participating in an FSA, you will receive more information from Smart-Choice.

Note: Starting in 2024, all eligible expenses must be incurred by December 31, 2024. There will no longer be a 2 ½ month grace period (January 1, 2025, to March 15, 2025) in which you can continue to incur eligible expenses using unused funds.
